Martin Pozesky is a well-known aviation consultant with expertise in all facets of domestic and international Air Traffic Management. With over 30 years of expertise --- 20 years as Associate Administrator of the Federal Aviation Administration (FAA) and 10 years as a DOD Program Manager--- he has lead FAA efforts in the design, development, acquisition, and deployment of the current US Air Traffic Control System.
His leadership earned him the highest DOT and FAA Awards for Civilian Leadership in both domestic and international arenas. He often functioned as FAA's Chief Engineer/Acquisition Officer and was responsible for the research and development followed by the design, testing, and deployment of large scale weather, Communication, Navigation, and Surveillance (CNS) automation, operational control systems and supervised a nation-wide workforce of technicians and support activities.
Mr. Pozesky led FAA activities internationally for the early introduction and application of GPS into ATC and often was the chief technical spokesman for the FAA before Congress as the FAA acquisition budget grew from $200 Million to over $3 Billion annually for ATC Modernization. He represented the US before the International Civil Aviation Organization in its cooperating efforts to define and deploy the NextGen Air Traffic Control System around the world.
Since leaving the FAA, Mr. Pozesky has provided consulting services directly to the FAA and NASA and to a host of fortune 100 companies as well small and medium size companies doing business in this arena. He provides direct support ranging from strategic planning and product evaluation to proposal development and is well versed at providing direct representation of clients to the FAA and NASA. He is active in FAA and aviation planning activities and has played a significant role in assisting the FAA in formulating the current NextGen program. He has assisted in capturing well over $4 Billion of support to his clients.
Ellen S. Menaker, PhD has over 30 years of experience in the fields of instruction, cognitive development, human performance, research and evaluation. Recent projects have examined topics, including on-the-job training, distributed learning, the use of gaming strategies for learning, and experiential learning. She has analyzed various learning systems including those designed to prepare air traffic controllers and pilots. Her current research focuses is on the integration of mobile technologies for learning.
Dr. Menaker has also taught university research methods courses, and has directed the design and development of research plans for various, governmental, educational institutions, and military organizations. She also conducted literature reviews and developed working models for previous SBIR projects. She has published numerous articles and has received recognition by her peers. Dr. Menaker’s professional experience reflects a career that combines a rich array of practical experiences with formal professional education to meet client needs.
